Global Tactical Advanced Communications Systems Contract (GTACS) Contract Number
Description of the Item(s)/Service(s) Offered:
The GTACS Performance Work Statement (PWS) establishes the requirements to provide support to Program Executive Office Command Control and Communications Tactical (PEO C3T), Department of Defense (DOD) and other United States Federal Government agencies in the areas of Tactical Command, Control and Communications (C3) system hardware, software, engineering, logistics, development, test and system related support, in response to rapidly changing Warfighter communication needs.
Tactical C3 systems, for the purpose of this acquisition program, also includes computers, shelters, vehicles/platforms, network hardware and the software necessary to accomplish the tactical mission.
Rapid changes within the tactical environment and world-wide disasters require state of the art C3 solutions using responsive contractual instruments. The ability to minimize or eliminate unnecessary repetitive administrative functions associated with the contracting process is essential to keep pace with the ever changing tactical C3 requirements. The capability to acquire command, control and communications systems, equipment, hardware, software, facilities, data and system related services is essential. Previously, C3T Global Tactical Advanced Communication Systems (GTACS) requirements were being satisfied by numerous Program Management Offices, Product Managers, DOD and other Federal agencies under many different procurement instruments/contracts. The world-wide demand for C3T has accelerated and the GTACS Team has been established to implement a centralized one-stop contracting vehicle offering integrated state-of-the-art solutions to the C3T community. The intent of the GTACS program is to provide multiple prime contracts with multiple subcontractors, capable of providing a wide range of state of the art C3 solutions to meet the needs of a broad range of tactical and logistics infrastructure users that are responsible for the design, development, acquisition, production, deployment, operation, maintenance and associated services for C3T systems. The contract structure allows for competitive delivery order awards among pre-qualified contractors in a cost effective and timely manner, maintaining competition throughout the term of the contract period. Efforts are specifically defined and awarded so as not to present an organizational conflict for the companies, the government and the governments SETA contractors. The GTACS Office provides management of the contract and oversight to facilitate the rapid acquisition of requirements.
